This year there has been a growth in the sad practice of dog owners not picking up after their dogs or even worse throwing bags of feces into the drains, gardens and bushes. Besides being a shameful act it causes a fair amount of grief to the park maintenance crew as well as the poor people that step in it.
I would like to point out that there is a bylaw that penalizes people for not properly disposing of feces; Contary to some peoples beliefs bylaws are en-forcible in the park, even though it is a private park.
The pertinent bylaw is BL 1310. and is part of Consolidated Bylaw 1465 -(look it up)
“(3) Any person who contravenes any provision of this By-law is guilty of an offence and is liable upon conviction to the penalties prescribed by the Offence Act, provided that the minimum penalty is not less than FIFTY ($50.00) DOLLARS for the first offence and for each subsequent offence to a minimum penalty of not less than ONE HUNDRED ($100.00) DOLLARS.”
This bylaw and others are enforced by the CRD and can be reached at (250) 474-0604.
There may be non residents to the park doing this to a minor degree, we all bear a responsibility to let non residents know that this is a private park, and they cannot walk their dogs in the park.
If you do see something of concern and do not want to get into what you feel may be a possible confrontational situation, take a photo and maybe someone else can help out.
Part of the sign at the entrance to the park is obscured, the part that says private, and there is a growing amount of people accessing the park from Echo Valley Drive and Gade Road, those entrances are unsigned I believe. I have talked to a few non residents walking their dogs in the park and have had no issues when explaining that the park is private.
